Instead of having a fixed UTC offset and a dynamic local time, we use a fixed local time and a dynamic UTC offset. The time is displayed in the ISO 8601 extended format.

Do you think all these offset calculations and display formats are confusing and complex? I totally agree, and that is one of the reasons why we should abolish time zones.
